The security plan should be designed to proactively prevent crime and respond if a nefarious act occurs on property. An Emergency Response Plan should be baked into the security plan.
A security plan should be designed to protect human life first, product second and infrastructure or physical structures last.
Building out a security plan begins with a security vulnerability assessment to identify what risks exist for the property. This first step is to inquire on the CAPS-Index what the crime demographics for the property indicates. The index is from 0-2000, with 100 being the average. The higher the number the greater the risk of a criminal act occurring on the property. The index will also indicate what types of crime are most prevalent for the location.
The next step is to analyze the property using the circular formula:
- Outer perimeter-where the property line or curtilage begins
- Middle perimeter-parking lots, lawns, space between the structure and the outer perimeter
- Inner perimeter-interior of a building or home
Development of a security plan requires convergence of technology consisting of alarms, cameras, lighting, access & egress systems, and the human response to these electronic systems.
If a uniformed guard service is utilized, the company should be vetted by analyzing their efficiency based on ownership, supervision and training. Post orders directing the officer of their responsibilities should be incorporated into the security plan.
An emergency response plan is required for any company that has 10 or more employees. The ERP should address what actions should be taken in the event of a fire, earthquake, floods, targeted violence, and man-made nefarious acts.
Lastly, it is imperative that a security plan be developed, and employees be trained on the plan by incorporating tabletop exercises.
By developing a security plan, a company may limit liability claims and avoid costly litigation.
